Dear Mr. President and Ministers,
You have invited governmental representatives from all over the world to Brazil, to take part in the 3rd Meeting of the Parties to the Cartagena Protocol, as well as in the 8th Conference of the Parties to the Biological Diversity Convention, planned to start on the 13th March.
We are quite concerned about the position to be taken by Brazil on the key biosafety issue of future indentification of GMOs in international shipments. The Brazilian Government can and should maintain the leading position it has historically assumed in other international treaties, in defending the protection of biological diversity.
In order to protect biodiversity and people’s health, it is essential to establish clear and precise guidelines for trade in transgenics for food, feed and processing, and clearly identify which GMOs a shipment really contains, rather than a meaningless “may contain” claim.
If the Brazilian government once again prevented a consensus, it would signal a significant political break with the rest of the world, and in particular, with the rest of the developing world. Brazil should be a global leader on biodiversity protection for developing countries, but in this case is taking a position that is undermining the interests of most of the world’s peoples and biodiversity. If Brazil was again to obstruct the negotiations, this would discredit the whole country’s biodiversity policy and signal to the world that Brazil sets the interests of predatory agribusinesses above the global need for food sovereignty and biodiversity.
In addition, we would like to ask you to clearly defend the present global moratorium on Terminator technologies, i.e. genetically engineered sterile seeds, which would prevent farmers from reproducing their seeds. This technology should be banned, since it threatens the way of life of traditional communities and family-owned small farms and the global right of millions of farmers to freely reproduce and exchange seeds.
Please, Mr. President, do not stand in the way of a global agreement to protect biodiversity. Join the majority of more than 120 countries who already support clear and precise identification of GMOs in shipments between countries.

O senhor convidou governos do mundo todo para vir ao Brasil participar da 3ª Conferência das Partes do Protocolo de Cartagena e também da 8ª Reunião das Partes da Convenção de Diversidade Biológica, que se inicia no dia 13 deste mês.
Estamos bastante preocupados com a posição que o Brasil tomará para a MOP 3. Acreditamos que o governo brasileiro pode e deve manter a posição de vanguarda que historicamente assumiu em outros tratados internacionais, liderando e defendendo a proteção da diversidade biológica.
Estabelecer regras claras e precisas para a comercialização de transgênicos destinados ao uso na alimentação, ração animal e produtos processados adotando a fórmula do “contém OVMs” é fundamental para a implementação de normas de biossegurança que sejam capazes de proteger a biodiversidade e a saúde da população.
Impedir mais uma vez o consenso entre os membros do Protocolo de Cartagena é romper definitivamente com o Protocolo e com os países que apóiam a tomada de decisão. Caso o Brasil mais uma vez obstrua as negociações, toda a política de biodiversidade do pais será posta em xeque, mostrando ao mundo que o Brasil prioriza o agronegócio predatório à proteção da soberania alimentar mundial e à biodiversidade.
Chamamos atenção ainda para a necessidade de que o Brasil defenda claramente a manutenção da moratória da tecnologia Terminator, que permite o uso de biotecnologia para produção de sementes estéreis impedindo que o agricultor reproduza suas sementes. Esta tecnologia deve ser banida pois ameaça o modo de vida de comunidades tradicionais, agricultores familiares que reproduzem e trocam livremente sementes entre si. Além disto, estudos realizados por peritos contratados pela própria CDB asseguram que as Tecnologias Genéticas de Restrição de Uso constituem uma ameaça à soberania alimentar.
Presidente, não seja responsável pelo fracasso deste acordo internacional. Faça parte do grupo de mais de 120 países que já acordou com as necessidades de identificação clara e precisa de carregamentos transgênicos no transporte entre países.
